Billy stopped listening to the people a LONG time ago, around the time he began listening to the special interest groups in town. He has been a HUGE disappointment to most of us. He is single-mindedly focused on enhancing his legacy. His legacy will be one of shame and embarrassment if he leads us into bankruptcy as a result of his legacy projects. Once it is done he will move away and leave us the bills to pay for DECADES. Billy has sold the residents out. Blind, reckless ambition, thy name is Billy Bain.
