pool audit needed

An FOI would seem to be all that is necessary to find out any, and all, information about this weekends meet. An outside, independent audit is the only way to find out where we stand at the pool and will be a priority of mine, if elected. It annoys and aggravates me when I ask for information and am ignored. I DO have a ledger sheet of possible payments going back several years by several entities involved at the pool. From that sheet it APPEARS that the necessary payments have been made, however there ARE no deposit slips or bank statements offerred. An audit would track all of this stuff down and/or let us know where the gaps are. Knowing where the gaps are would help with taking corrective action. This is just ONE area of concern, but a good place to start. Getting ahead of oneself is not suggested, as nobody has been elected yet, but those ARE my intentions, if elected. Dr. Mel Johnson

For ALL of the reasons noted previously- missing daily logs, liberal uses of whiteout on the daily logs that ARE there; erratic and inconsistent documentation on the daily logs; unapproved handshake deals for swim practices that are valued at pennies on the dollar and amount to subsidies for private enterprises; the questionable legality of the handshake deals; highly questionable annual revenue numbers; improper taping of pool employees; lack of controls in place to properly document admissions; annual revenue numbers that the City Manager says he has NO idea how they were derived, meets not billed for (nor apparently collected), back rents that have been allowed to be over two years in arrears... the list goes on and on. It is for all of these reasons I am asking the Council to initiate an outside, independent audit of the pool and all of its operations. Dr. Mel Johnson

Fifth, the Rip Tides Water Polo club seems to be the only ones paying on a regular basis their $200 a month. Their checks are noted among the daily logs. 9 receipts were reviewed totaling $6672 were found, going back to 2005. Receipt was found for $800 for a meet on 5-6-06. Another Rip Tide receipt was found 6-6-06 for another polo meet for $800. Still another Rip Tide receipt was found for Rip Tide pool rental for $800, ck # 1178. 11-28-06 Rip Tide pool rental receipt found for $500 for pool rental. Oct 2005 pool rental receipt found for $200 from Rip Tides, along with 11-25-2005 dated receipt for $800 Rip Tides (Parent Booster Club). Jan 6, 2006 receipt from Rip Tides was for only $160 for some reason but was connected to a check for $2000 for the water polo camp 12-27 thru 12-30. Last check was for $600, written on 5-3-06 from Rip Tides.

The legal technicality MDAC has been hiding behind is that they are not LEGALLY COMPELLED to show proof of payments to anybody YET. Even IF those payments were to be MIRACULOUSLY found at some point in the future, the whole secret backroom handshake deal process needs to be reviewed and assessed in an independent outside audit, along with the pool operations. Why have the Mayor and Council NOT spoken out? At LEAST on the fabricated Optimist connection? The claims of the young ladies? ANYTHING!!?? Can it be that they are STILL awaiting Gym doing damage control and directing them what they should think and say? You MIGHT think they would be embarrassed and ashamed but that is unlikely, as they have demonstrated NO signs of either of THOSE emotions while depriving the residents the right to vote on the gym and annexation, their failure to oversee and supervise the City Manager in ANY of the construction projects (both the Cc and bathrooms taking well over two years and TRIPLE what they were originally priced at), or any of a half dozen other fiascos in the City over the past five years. Except for Dotson, they have firmly taken up positions astride the fence, as usual, and are just awaiting Gym's directions. Dotson will get the residents some answers. Only an outside independent audit will get ALL the answers tho.

still curiously clueless, after all these years

The posted revenues of $2150 are from the 07-08 budget. How many years prior to then have been under-reported? IF those monies were collected, and there IS some doubt about that, there will be a paper trail to confirm that. If there arent any receipts, deposit slips, or bank statement to confirm those monies, then it has to be asked-WHY NOT? A multi-million dollar City enterprise has NO WAY of confirming what revenues it billed for and collected? Gorland says, after 40 years of having the pool, he has NO detailed and itemized means to know how much revenues were taken in and where they came from? Why would THAT be so hard to believe? Thats either monumental incompetency OR deliberately dishonest dealings! Which is it? Neither is okay. An outside, independent audit is required to restore any faith in the City Managers and find out whats REALLY going on at the pool! NOW.

pool musings

Resident went to fgcswim website. Info is in different format and requires some additional software to open files, apparently. All of that info would be good to know tonight so that it would at least reflect what IS being claimed for each swim meet. The program is Team Manager. If anyone has it and can open those files and present the information here, it would be very helpful. It also says that format is compatible with Adobe pdf files. After having a pool for FORTY YEARS it is incomprehensible to NOT have accurate revenue controls in place! It is either incredible incompetency OR deliberate skimming of admission fees. Neither is acceptable, and skimming is illegal (fraud? grand theft?). How long ago did the MDAC official make a payment to the pool? Who did he pay? Cash? Check? What was it for? Practice? Meets? Does anybody know how much the check was for? Was it documented in the receipt book? Who would know? Did anybody witness the payment? The receipt book sounds interesting. While they may try to BS Mr Dotson, he has been an accountant for over thirty years, and knows when the numbers dont make sense. It seems that arrogance, secrecy, and intimidation are the hallmarks of this administration, if not corruption. This has gone on too long. Change is needed. NOW. Start with a pool audit by an outside, independent auditor. Then move on to the golf course and the construction projects.

We have allowed Columbus,We have allowed Columbus, Reagan and Springs to use our pool for free. While its nice to be a nice guy, its NOT good business to continue those expenses in a deepening recession. Why would we rent to Doral, who then rents to Goulds? We rent to private swim teams so THEY can profit, while OUR taxpayers foot the bill for the standard maintenance, etc. plus whatever EXTRA bills are due from running the meet!! They make thousands in profits and our compensation for all of these profit-making activities is some hotdog sales from a concession stand? What kind of idiots would make a deal like that? WHY would we subsidize private, for-profit organizations? Makes NO sense. NONE. AGAIN. STILL.

One of the Objectives listed for the Aquatics Division is to increase marketing efforts to M-D County swim teams for additional swim meets. In that area it appears they have been VERY successful, as there have been MULTIPLE swim meets this year. They should have NO problem marketing our pool for swim meets because swim meets at OUR pool are FREE, apparently. Revenues are listed as down 48.8% for the swim team and water polo teams to $2150 for this year. At the standard rate of $165 an hour ONE weekend meet would bring in THAT amount! Fiscal Year 2006-07 indicates a total loss of $303,214 and a loss of ONLY $260,985 is projected for this year. Swimming pool admissions are projected at 47k this year and its reasonable to assume that over 90% of that income is realized during the Summer. Does anybody know how much we get from resident admissions from Sept-June? WHY are we NOT charging the standard fees charged at any other pool in town OR at least OUR COSTS for these meets? Why are the residents paying for FREE swim meets? year-round practice for 6 Springs kids? Why are there NO CONTRACTS? What do the scuba guys pay? Why cant we get any answers? Do we at LEAST have a contract with Dade Co schools to host the MSSH swim team? the MS Aquatic Club? How active is the Senior Water Aerobics Program, and what revenue is realized there? So many questions, so few answers....

Is it possible that there is 100k in revenue that is NOT reported- for the swim team, the scuba guys, the swim meets, and the water polo club? If so, that would mean that our losses would ONLY be 200k this year! What a deal! of course, that would mean explaining why that revenue has NOT been released or accounted for, AND where that money went. It would also necessitate a complete independent review and audit of the pool finances for the past five years or so, as this could easily have been going on for YEARS. Nobody knows for sure. Lets find out once and for all. Clear the air. If its on the up and up, the audit will show that, or not. If there IS NO audit we have to wonder WHY NOT? What are they hiding and WHY are they hiding it? More mismanagement, unresponsiveness, deception, and secrecy from the City Manager. Totally unacceptable.
